For low-income families, safe, stable, affordable childcare may make the difference between climbing out of poverty and falling deeper into it. Unfortunately, most poor families lack access to quality, affordable childcare. The paper provides a statistical portrait of childcare use, examples of state strategies to expand childcare for the poor, and the federal policy implications of these changes.
